You are correct in that the keycode is none expiring.
When you were installing CR XI R2, did you get prompted for a keycode? Do you have the keycode?
If not, the workstation where the VB 6 app still works, should have the keycode in the registry:
HKLM\software\business objects\suite 11.5\crystal reports\keycodes\cr dev
Now, the version of CR XI R2 you are trying to install off of the CD is quite old. I'd recommend installing CR XI R2 as directed in this blog.
If the keycode you get from the registry also fails, you will have to contact sales for help (866-681-3435).
