Well this is a good topic to be discussed about ! If you consider the technical development and scoping required for this change then you will understand that this is a highly complex part.
As far as I remember for transaction launcher itself, all screens are converted to html files which are then displayed. This conversion doesn't take place in SAP itself but through various kernel routines written in C.
To make it possible for the system to convert standard transactions to bsp pages dynamically is something which requires a little bit of intelligent architecture to understand the page layout first and then break into bsp elements and further create buttons , tool bar by itself(dynamically) to handle commands etc.
I don't think this kind of an intelligent framework will be available in SAP in the coming time. Moreover this is not something of any priority for the customers as compared to other competitive areas in the market of CRM.
